Flora was born in Havana, Cuba to her parents from Hok-Shan and Chung-Shan, Kwantung, China. She speaks Cantonese and Spanish. She graduated from NY University and earned her MBA from Pace University. She is a sole practitioner in New York and is a member of the NYS society of Certified Public Accountants as well as the Chinese American Society of Certified Public Accountants. She is a director of Chinese- American Planning Council, Inc., a not-for-profit, multi-social service educational and planning agency based in New York. She is married with one son and and is a resident in Morris County, NJ.
